Commissioned from the author in Germany in 1942–43, this work summarises the origins and developments of this recent branch of applied mechanics through the study of soil mechanics, whilst also setting out the author's views on the subject.

The “Notas” were published in three subsequent issues of the “Revista de Obras Publicas” from August to Octobere 1945.
